This should help make life a little easier as we try to learn this system. You should be doing the following things in the different phases:
1. Movement
Ships/subs: submit movement and/or replenishment orders. Kilos discharge their battery while transiting submerged, and charge their battery when transiting surfaced or patroling. Subs must stop transiting and surface to replenish from an AOR, which must also stop transiting. Surface ships may be replenished while transiting.
Subs and ships mave move weapons from the weapon tubes to the racks and vice versa.
Ships/subs in a port hex may dock for repairs/replenishment.
P-3/helo: submit loadouts, flight plan, and alert status. "Alert" is equivalent to Alert 5 on the FFG and causes the helo to go out onto the flight deck (so only one helo may be on "Alert" per ship).
2. Detection
A. Helo scout detections are reported per scouting rules. Surface ships may alter movement based on scouting rules at this time.
B. Detections by all vessels and by P-3s and Helos in the first half of their fuel expenditures are reported.
C. Submarines may be ordered to close with surface ships to classify them and check for escorts. Detections are resolved.
D. Special Forces teams report enemy unit departures, aircraft alerts, and docking.
3. Orders/Battle
A. Any platform that has detected an opponent may declare his intention to go to battle. Standoff missile attacks, and unopposed SF deployments, amphibious landings, rescues, minelaying, minesweeping, photorecon/BDA, and attacks defenseless AI vessels are declared and resolved. Hit from mines already laid are determined. Special Forces actions are ordered and resolved.
B. A list of declared battles will be announced and any report commensurate with the above attacks is made.
C. P-3s and Helos on alert or with enough fuel to divert can enter any of the declared battles or divert to attack a detected platform.
D. Attacks vs AI-only and air v. sub are scheduled for a match and played.
E. All other battles are scheduled for a match and played
F. P-3s resolve their return trips and may engage detected targets.
G. Any action in A that could not be done due to opposition and not done in battle can be declared if no hostiles remain in the hex OR if the hostile units agree to allow the action.
4. Resolution phase
A. Intelligence reports arrive (including SF reports other than unit departures reported in the detection phase)
B. Economic income is earned. Repairs, and replenishments, and unit productions are completed.
C. FCs order unit production, personnel transfers, airlifts, and platforms can embark/disembark units.
