Neutral Traffic on Combat maps

I would like to know if we are going to have neutral traffic (Surface and Aircrafts) on combat maps?

I think it must be on and sides that destroy such traffic should get some "penalty".

Anyway I want to know about this before we commit for the first Combat maps.
